Isle of Capri Introduces First Lady Luck Casino in Caruthersville

CARUTHERSVILLE, Mo., June 10 /PRNewswire-FirstCall/ — Isle of Capri Casinos, Inc. (the “Company”) marked a significant milestone in the implementation of the Company’s new strategic plan today, when the former casino Aztar in Caruthersville, Mo., was re-branded as the Company’s first Lady Luck casino.
The re-introduction of the Lady Luck brand is part of the Company’s overall strategic plan, focused on increasing free cash flow through organic growth opportunities and matching customer desires to casino products. The casino was acquired in 2007 from Aztar Corporation.

California Charity Bingo Association Welcomes Federal Court Decision to Halt State Seizure of Electronic Bingo Aids

SACRAMENTO, Calif., June 5 /PRNewswire/ — A federal judge today enjoined the California Attorney General’s office from seizing electronic bingo aids that many charities rely on to stay in existence.
Federal Judge John A. Mendez granted an emergency request for an injunction filed by United Cerebral Palsy of Greater Sacramento, WIND Youth Services, Video Gaming Technologies, Inc. and two individuals with disabilities. In addition to arguing that electronic bingo aids are legal under state law, the injunction request also claimed that banning the aids conflicts with the Americans with Disabilities Act because the technology allows people with disabilities to overcome barriers they face if playing strictly on paper.
“We’re extremely pleased by Judge Mendez’s thoughtful decision. This ruling maintains the status quo and allows the charities to continue with their critically important fundraising functions to benefit their individual causes. It’s a great day for charities, but it’s an especially great day for the millions of Californians who depend on charities to lead fulfilling, independent lives,” said Ravi Mehta, executive director of the California Charity bingo Association (CCBA), which represents many of the charities that would be hurt by the state’s action. Mehta also belongs to the legal team that filed the injunction request.
By granting the injunction, Judge Mendez allows charity bingo parlors to continue operating until a court hearing is set to hear arguments and render a final, permanent decision.
Lawyers representing the state Department of Justice’s Bureau of Gambling Control had argued that the electronic aids to bingo are illegal slot machines. The state claims that the booklets of paper bingo cards used with the electronic bingo aids do not properly fit their legal requirement for the use of “cards” in bingo games. The Judge disagreed and said he did not believe they were slot machines. Agents intended to follow through on cease and desist orders issued to charity bingo parlors last month by seizing electronic bingo aids starting Friday.
The use of technology maintains the underlying game of bingo and the manner in which it is played, with the only difference being that the bingo card is an electronic card as opposed to a paper card. Each and every other component of the underlying game of bingo played on an electronic bingo aid is identical to the game played strictly on paper. Players must still compete against one another instead of against a machine to match winning bingo combinations. The charities hand out paper booklets with printed bingo combinations that players use for reference, which is functional and in keeping with state law.
In requesting the injunction, attorneys for the plaintiffs successfully argued that the state’s banning electronic bingo aids would amount to an unconstitutional seizure of private property and discrimination against persons with disabilities, and would eviscerate a major source of charity funding.

California Charity Bingo Association: Charities Ask for Federal Intervention in Halting State Seizure of Electronic Bingo Aids

SAN FRANCISCO, June 2 /PRNewswire/ — An emergency request for an injunction filed in federal court Monday seeks to stop the state of California from seizing electronic bingo aids that charities heavily depend on to fund services for children, people with disabilities and many other non-profit community services.
The state Department of Justice’s Bureau of Gambling Control intends to shut down charity bingo fundraisers that use the electronic aids to raise funds. The state claims that the booklets of paper bingo cards used with the electronic bingo aids do not properly fit their legal requirement for the use of “cards” in bingo games.
If carried out, the state’s action would severely limit funding available to charities and could drive many non-profit organizations out of business.
The first of several 30-day cease-and-desist orders to charitable bingo facilities threatening criminal prosecution and seizure of electronic bingo aids if the electronic aids are not removed will be enforced this Friday, June 6. The injunction asking the U.S. District Court for the Northern District of California to intervene was filed by United Cerebral Palsy of Greater Sacramento, WIND Youth Services, Video Gaming Technologies, Inc. and two individuals with disabilities. The injunction request argues that banning the aids also conflicts with the Americans with Disabilities Act because the technology allows people with disabilities to overcome barriers they face if playing strictly on paper.

AURORA, ON, April 25 /PRNewswire-FirstCall/ — Magna Entertainment Corp. (”MEC” or the “Company”) (NASDAQ: MECA; TSX: MEC.A) today announced its response to a decision this afternoon of the Oregon Racing Commission (”ORC”) to reject a proposed order by the Office of Administrative Hearings (”OAH”) approving the offering of Instant Racing at Portland Meadows, MEC’s thoroughbred racetrack located in Portland, Oregon.
Instant Racing is a form of pari-mutuel wagering processed through a standard totalisator terminal, where the patron wagers on previously-run horse races. In 2003, the ORC, following testimony, public input and advice from the Oregon Attorney General, adopted rules authorizing Instant Racing. In 2006, the ORC approved the request of MEC to offer Instant Racing at Portland Meadows. As a result, MEC invested substantial capital at Portland Meadows to improve the facility and purchase Instant Racing terminals. On September 20, 2007, the ORC, on the advice of the Attorney General, reversed its position and denied a request by MEC to offer Instant Racing under its race meet license. On October 8, 2007 the Company requested a hearing contesting this reversal, which resulted in the OAH issuing an order on February 27, 2008 in favor of offering Instant Racing at Portland Meadows. The decision today by the ORC overturns this order.
Over the past several years, MEC has worked conscientiously and in good faith with the ORC in an attempt to improve the long-term viability of horse racing at Portland Meadows, including through the introduction of Instant Racing.
