FireKeepers Casino is Scheduled to Open Summer 2009

BATTLE CREEK, Mich., July 29 /PRNewswire/ — The Nottawaseppi Huron Band of Potawatomi today announced that construction of FireKeepers casino near Battle Creek is making significant progress, with an opening planned for the summer of 2009. Construction of the $300 million casino, located on Michigan Avenue near Exit 104 of Interstate 94, began on May 7, 2008, and is moving forward according to schedule.
“The Tribe is very pleased with the progress that we are making in the construction of FireKeepers Casino,” said Nottawaseppi Huron Band of Potawatomi Tribal Chairperson, Laura Spurr. “We have waited a long time to bring economic development and jobs to not only tribal members but also to the greater Calhoun County region.”
The 236,000 square-foot casino will create approximately 2,200 jobs - 700 construction and 1,500 permanent jobs, in addition to spin off jobs.
When completed, FireKeepers casino will feature Las Vegas-type gaming: 2,500 slot machines, 90 table games, and 20 poker tables. FireKeepers will have five restaurants, including a 70-seat fine dining signature restaurant, a 300-seat buffet, and a 150-seat 24- hour coffee shop. The casino will have an attached and enclosed 2,078-space parking garage.

McKee, who recently joined the project, brings extensive gaming experience including ten years at Trump Hotels and casino Resorts, Inc. “We look forward to offering a first class entertainment experience and to bringing new and exciting dining options to the greater Battle Creek region,” added McKee.
Construction of FireKeepers is being led by Clark Construction Company. The Skillman Corporation is serving as the Tribe’s owner representative during the construction process and the architect is Perez APC.
Despite several summer storms, construction is on track for a summer 2009 opening. Crews have excavated the site, installed site utilities, started work on the concrete foundation work for the parking ramp, and erected 25 percent of the structural steel. The steel structure is scheduled for completion in September. Work will begin soon on the exterior wall framing.
Other activities will include hiring new employees and developing relationships with vendors and suppliers. FireKeepers casino plans to hire the majority of its permanent casino positions early next year.
“FireKeepers casino will be seeking to hire employees who are outgoing, friendly and customer service oriented,” said McKee. “The casino will also be looking for local vendors to provide food and beverages, meats, produce, bakery goods, and paper products. We will be exploring relationships with businesses.”

Butler National Reports Kansas Supreme Court Affirms Constitutionality of the 2007 Kansas Gaming Act

OLATHE, Kan., June 30 /PRNewswire-FirstCall/ — Butler National Corporation (BULLETIN BOARD: BUKS) and its wholly-owned subsidiary, Butler National Service Corporation, a recognized provider of professional management services in the gaming industry, announce the Kansas Supreme Court ruling affirming the constitutionality of the Kansas Expanded Lottery Act. (KELA)
The Court, in a 22-page unanimous opinion, ruled that “while the state is not the exclusive owner and operator of all aspects of the lottery enterprise under KELA, the state owns and operates the enterprise itself and owns and operates key elements of the lottery,” thus complying with 1986 constitutional amendments.
The Court also ruled that several key provisions in KELA bring the act into compliance with the 1986 amendments, which is the legislation authorizing horse and dog racing and the state-owned and operated lottery. “The payment of gaming revenues directly to the state, the ownership by the state of software licenses, the central monitoring of electronic games, and the authority to enter into management contracts and to supervise the managers constitute substantial indicia of ownership by the state and concomitant operation,” the Court ruled.

Butler National plans to present its proposal to the Lottery Gaming Facility Review Board in Dodge City on July 31, 2008. The Management Contract does not become effective until approved by the Lottery Gaming Facility Review Board and the Kansas Racing and Gaming Commission. If selected by the Review Board, the approval may be completed between October and December 2008.
The Boot Hill casino and Resort plan includes 800 slot machines, 20 table games, a 124-room luxury hotel, a spa, an Olympic size swimming pool, restaurants, and a 500-seat conference center/entertainment venue implemented in a phased approach. The estimated project cost is $92.9 million.

Key Congressional Committee Reaches Stalemate on New Regulations to Enforce Internet Gambling Ban

WASHINGTON, June 25 /PRNewswire-USNewswire/ — An amendment to develop new regulations to enforce the Unlawful Internet gambling Enforcement Act of 2006 (UIGEA) was defeated today in a tie vote in the House Committee on Financial Services. The amendment to the Payments System Protection Act, H.R. 5767, offered by Rep. Peter King (R-N.Y.), would have required the U.S. Department of the Treasury and Federal Reserve System, in consultation with the Attorney General, to develop new regulations to implement UIGEA that are less burdensome for U.S. financial services companies.
“It is disappointing that the Republicans would turn their back on the credit unions and banks at a time when the Treasury Department and Federal Reserve says the proposed rules to enforce UIGEA are unworkable,” said Jeffrey Sandman, spokesperson for the Safe and Secure Internet gambling Initiative. “Given the freedom of the Internet, it is foolhardy to impose the current regulations and force U.S. financial service companies to police for illegal activity. Rather than prohibit an activity millions of Americans enjoy to do in their homes, just as they can do in a casino, Congress should create a regulatory framework for Internet gambling as a way to protect consumers and collect billions in much-needed federal revenue that is currently lost in an underground, uncontrolled marketplace.”
The King amendment responded to concerns raised by U.S. financial services companies about the burden and ambiguity in the proposed rules to implement UIGEA. The updated bill would have required federal regulators to adopt formal rulemaking processes to define unlawful Internet gambling activities, to create a list of unlawful Internet gambling businesses, and to conduct an economic impact study on the costs for compliance. The bill would have also forced the agencies to take into consideration the Paperwork Reduction Act and Regulatory Flexibility Act, current laws the proposed rules to enforce UIGEA failed to address.
Rep. Frank stated before the Committee on Financial Services that Congress is putting the U.S. financial services industry at risk by not clarifying the regulations to enforce UIGEA and defining unlawful Internet gambling activities. “Hijacking the financial payment system at a time when it is under major stress and giving them the job of carrying out an unclear mandate doesn’t make sense.”
Representatives of the U.S. financial services industry, including the Chamber of Commerce, The Financial Services Roundtable, Credit Union National Association, and National Association of Federal Credit Unions, pledged their support for the Payments System Protection Act and King amendment in letters to Rep. Frank and members of the Committee on Financial Services.
“I wish to be clear that we do not support the notion that financial services companies should be ‘deputized’ to police gambling activity in any form or function,” wrote Mr. Steve Barlett, president and CEO of The Financial Services Roundtable. “While we would support the passage of H.R. 5767 as introduced, I agree that the King Amendment makes essential improvements to a deeply flawed law and therefore support its inclusion.”
Concerns about the impact of UIGEA were also raised by the Americans for Tax Reform (ATF) and Competitive Enterprise Institute (CEI) in a letter to members of the Committee on Financial Services, which said that “if implemented as proposed in current regulations, UIGEA would have a number of serious, negative consequences for the nation’s economy.”
Concerns about the proposed rules to implement UIGEA were previously raised at a congressional hearing on April 2, 2008 (”Proposed UIGEA Regulations: Burden without Benefit?”) and in hundreds of comments submitted to the Department of the Treasury and Federal Reserve System. Representatives of the Department of the Treasury and Federal Reserve System acknowledged at the hearing the challenges U.S. financial institutions will face in attempting to comply with UIGEA.
Last year, Rep. Frank introduced the Internet gambling Regulation and Enforcement Act (H.R. 2046) that would establish a regulatory and enforcement framework for licensed gambling operators to accept bets and wagers from individuals in the U.S. It includes a number of built-in consumer protections, including safeguards against compulsive and underage gambling, money laundering, fraud and identity theft. States would also have the right to control what, if any, level of Internet gambling is permissible within their borders and could apply additional taxes and restrictions.
A companion piece of legislation to the Frank bill introduced by Rep. Jim McDermott (D-Wash.), the Internet gambling Regulation and Tax Enforcement Act of 2008 (H.R. 5523), would ensure the collection of taxes on regulated Internet gambling activities. According to a tax revenue analysis prepared by PricewaterhouseCoopers, taxation of regulated Internet gambling is expected to generate between $8.7 billion to $42.8 billion in federal revenues over its first 10 years.

MINNEAPOLIS, June 16 /PRNewswire-FirstCall/ — Table Trac, Inc. (BULLETIN BOARD: TBTC) — Table Trac, Inc. is pleased to announce that it has signed a contract with the Cheyenne and Arapaho Tribes for the installation of Table Trac’s casino management systems at four tribal casino properties. The signing of this contract contributes greatly to the expanding Table Trac customer base and market share.
The award to Table Trac comes after a lengthy evaluation and comparison by the Cheyenne and Arapaho Tribes’ management of the numerous casino management systems represented as operational in Oklahoma.

Meadows Racetrack & Casino to Hold Beam-Raising Ceremony and Provide First Tour Inside Permanent Casino Structure

WASHINGTON, Pa., June 11 /PRNewswire/ — The Meadows Racetrack & casino will hold a traditional beam raising ceremony to mark the completion of steel work to its $175 million permanent casino at 11 a.m., TOMORROW, June 12, 2008. The event is by invitation only. The media will be given a progress report on construction and a tour of the facility for the first time. YOUR COVERAGE IS INVITED.
The event, which will also mark the one-year anniversary of the temporary casino opening, will take place at the site of the new casino and grandstand, scheduled to open in spring 2009. During a brief program, Meadows officials, as well as local leaders will sign the final steel beam before it is raised and put onto the structure. Construction workers also will be treated to a cookout to thank them for their hard work.
“Beam-raising is a key milestone in completing the structural portion on the great new casino we’re building,” said Bill Paulos, principal of Cannery casino Resorts, which owns The Meadows. “We’re pleased with our progress as we move closer to opening next year.”
The $175 million permanent casino will help make The Meadows a destination venue known all across America. With as many as 4,200 slot machines, enthusiasts who crave the very latest games will find all that and more. The facility also will integrate the long-standing tradition of harness racing at The Meadows with state-of-the-art gaming facilities and will provide three featured dining venues, which include a premier steak house, a specialty restaurant that overlooks the racetrack and a state-of-the-art food court. A centrally located lounge and bar will feature panoramic views of both the gaming floor and the racetrack. Based in Las Vegas, Cannery casino Resorts is investing more than $450 million into the property.
